A4e Insight wins contract to design payment by results and social investment models for families

Following a highly competitive process, A4e Insight has been engaged by the Cabinet Office to lead an exciting and challenging project to support the design and implementation of payment by results (PBR) agreements for support to families with complex needs. The project is led by A4e Insight, and draws on expertise from across A4e in family-based intervention, social investment, financial modelling and risk transfer in outcomes-based commissioning.

We are working closely with the Cabinet Office Social Investment team and with four local authorities (The City of Westminster, London Borough of Hammersmith and Fulham, Leicestershire County Council and Birmingham City Council).  The aim is to explore the potential to apply both PBR and social investment bonds (or other forms of social investment) to family intervention.

Our work includes helping the authorities explore the options for applying PBR  and technical work to help them develop the necessary PBR agreements.  In addition we are providing expertise in how best to engage with potential investors and understand what they would need in order to be able to invest in this area.

A4e named as mentor to fledgling public service mutuals

A4e is now a mentor to public sector organisations wishing to become mutuals or other forms of social enterprise.  A4e was named as one of the new mentors to offer their support to fledgling public service mutuals when Francis Maude, Cabinet Office Minister, launched the second wave of mutual pathfinders on a visit to Swindon on 2 February.

Through its mentoring role, A4e and A4e Insight will be combining their resources, enabling us to exploit many years’ experience as both consultants to the public sector and front-line providers of public services.  Further details of A4e Insight’s support to mutualisation cam be found here.

Commenting on the announcement, Market Lovell, Executive Chairman of A4e said:

“Today’s announcement is a welcome step in the further development of mutuals within our public services.  Employee-led organisations in all parts of the public sector bring fresh, innovative models that offer the chance to greatly improve service delivery.

“A4e are delighted to take up this opportunity to mentor organisations seeking mutualisation.  As the Government rightly recognises, these initiatives will need support and advice from a range of partners if they are to be viable and successful.

“A4e have a strong track record of working closely with partners to delivering a range of high quality and innovative front-line public services.  Using this experience, we will provide practical support to groups in order to help establish sustainable and functional enterprises.

“This is a challenging time for those working in the public sector.  Yet, mutualisation provides a crucial opportunity to improve the services they deliver to the public.  As a company with a dedicated social purpose, A4e stands ready to help and support them in turning this opportunity into a reality.”
